TECH Clean California is a program aimed at speeding up the adoption of clean space and water heating technology here in California, as a way of reaching the goal of carbon-free homes by 2045.
Heat pumps are a great choice for California's climate, and are capable of providing heating, cooling, and water heating. As up to 85% of a building's emissions come from space and water heating and cooling, the energy-efficient nature of heat pumps makes them ideal for cutting down your environmental footprint.

What Rebates Are Available?
For standard customers:
- $1500 per system (market-rate, with existing AC and full furnace decommission)
- $1000 per system (market-rate, without existing AC or if furnace not fully decommissioned)
For income-qualified or disadvantaged households:
- $3500-$4000 per system for income-qualified or disadvantaged households.
Additional rebates apply for air-to-water heat pump systems, especially those using low global warming potential (GWP) refrigerants:
- Standard air-to-water: $3500
- Low-GWP version: $5000
What Are The Eligibility Requirements?
In order to qualify for the TECH Clean California program, you must satisfy these requirements:
- Existing homes only (no new construction)
- Work must be completed by TECH Clean-enrolled contractor
- Equipment must be ENERGY STAR® certified
- Enrollment in demand response is required
- For income-qualified/disadvantaged households: household income must be verified via TECH Clean's income verification portal.
Rebates are delivered instantly to the project invoice or directly to the customer. Rebates are first-come, first-served while funds last.
